Just wondering if it is.. I mean.. it's technically not damaging anything and you don't have any unauthorized access to anything right? But I'm reading a book on network security and there was a story where some dude's ISP suspended his account because he was port scanning networks.

It most countries its not actually illegal to portscan, but attempting to commit a crime is itself a crime. So you could get trouble for portscanning if there person can "prove" that you were trying to be malicious.
Also if while portscanning you crash, damage or in any other way waste a systems resources it is possible too get in legal trouble. In some countries it is actually completely illegal. to sum it up portscanning itself may not be illegal in most countries but the results may be. _('~')_/ how does it feel to be something on? |

ISP are companies trying to make money. I can't see a reason why they wouldn't take an opportunity to cancel a contract and not provide a service for the remainder of it. But it does strange. Although, I dought he was port scanning networks as a past time, there was probably more to the story.

Agreed, your ISP can and will cancel your contract for any and all reasons,(Just look in the ToS) but whether or not port scanning is illegal, is up in the air.
